Fifteen years after the XX World Road Congress was held in Montréal in 1995, Québec invited the world to experience winter road service in the City of Québec.
From February 8 to 11, 2010, the Winter Road Congress was held in North America for the first time. Under the theme "Sustainable Winter Service for Road Users", the City of Québec hosted the 13th edition of this gathering of winter road specialists. Some 1,500 participants from 44 countries attended.
This congress was held by the ministère des Transports du Québec, which was responsible for issues related to organizing the congress, in close collaboration with the World Road Association, which was responsible for defining the content of the congress.
